You could ask for the will of the people to be fulfilled, and leave it up to the gods to sort out whatever that will may actually be. That does leave open all sorts of unpopular options, including breaking up into several nations, but, if that is the true will of the people, may it be fulfilled.
Certainly, if we try to rig the gods' options to manipulate them to our preferred outcome, they could easily return the favor by delivering a rigged outcome that will leave us with no preferred options! We're usually safer in their hands than our own.
