No to the first - yes western government's have some anarchistic tendencies, but to they tend to express those tendencies by removing inhibitions to business and elites while simultaneously imposing restrictions on those below them for the elites/businesses maximum benefit. So it is a sort of 'one-way anarchism' where the elites get few restrictions, and the rest of us cop it good and hard.

Yes to the second - it is basically impossible to battle management from below. They will just close ranks on you like a herd of buffalo. Most of those meetings they go to, well, most of what they're really about is gossiping about lower order workers and strategizing about how to repress and exploit them better.

It's also basically impossible to change the system from within - change must come instead from outside.

So if where you're at doesn't work for you for some reason or other, then yes, your best option as an atomised and relatively powerless individual against a monumental machine is to vote with your feet rather than fight it, with both your hands tied behind your back, and get ground down.
