As delicious as it seems to be, an operation of any size in such a big organization requires the direct involvement of dozens of people, and the tacit approval of hundreds (if not thousands). Evidently some of those people are true believers, so there's one stupid mistake worthy of being written down in the Evil Overlord List (TM).
That's why the masters of this world are sociopaths. They do not enjoy causing harm for harm's sake; they just don't care one way or another. If the action does not accomplish at least one milestone in the plan, it simply does not catch their attention.
