Yup, whoever takes office is going to be severely hamstrung. I guess this is the difference I see.
If Biden takes office he can reverse some of what Trump did with executive orders. He can immediately start talks with China, re-approach Iran, open up immigration. I think it is likely that a new stimulus bill will be agreed upon - but maybe not. And that is it. No medicare for all, green new deal, stop fracking, pack the courts, etc. etc.
If Trump takes office I think everything grinds to a halt. He has done what he can with executive orders, a new stimulus bill will likely not be agreed upon. There will be complete gridlock except for the occasional Trumpian stunt (which he is, surprisingly, adroit at).
Right now I will bet Biden takes the office. This really means that within the year it will be President Harris. But that won't make any difference either.
